What we do.
We are an independent, member-based organization whose sole purpose is to provide services, support and learning for excluded managers of the public service. We work with non-unionized employees at all levels of government.

We offer unique seminars to help members respond effectively to workplace demands.
An urgent matter of public interest must be relayed to the media... a key priority item must move to the executive level... you've been assigned to manage a new program or staff. Or perhaps you have just become an excluded manager. How do you build alliances? How do you get attention for your agenda items? How to manage process? These are some of the challenges we address in our professional development seminars - wherein we provide education, insight and tools to respond to workplace demands.
We provide unbiased advice, counsel and information.
We're arms length. This has tangible benefits when it comes to counseling, advising and informing members with respect to circumstantial aspects of their employment situation within government.
We provide key services and support in an employment crisis.
An employment crisis can be isolating. In such a crisis, we help members understand key factors facing them. We also provide: up-to-date information and advice; an excellent referral network of professional service providers (lawyers, pension advisors, counselors); and financial assistance for legal and retirement options and advice.
We identify employment related issues across government and become part of the solution.
Sometimes trends emerge within government that inadvertently affect an employment or benefit situation. These are unique circumstances that we can bring attention to. Our goal is to collaborate with members to identify issues and bring them to the attention of the employer.
We offer specific benefits that can save members money.
We work with various organizations to secure preferred rates and discounts for members for a variety of services, including general insurance, banking services and travel related items. Check our web site for current and upcoming announcements.
ACCOMPLISHMENTS
For 35 years we have worked for excluded public service employees . . .
Few people realize how much the BC Excluded Employees’ Association has done for its members – and all excluded employees – since it began 35 years ago, but without us, BC’s public service would be a less enjoyable and less rewarding place to work.
You may not know that in 1975 the Association was established by a government appointed management advisory committee, for the purpose of providing a unified and credible voice for exclusions in respect to personnel policies and benefits.
Our accomplishments:
Lobbied successfully for salary and benefit improvements that met or exceeded bargaining unit agreements.
Improved policies that mattered to excluded employees, including dispute resolution, salary protection, and reimbursements for licensing fees.
Achieved representation for excluded employees on the Public Service Pension Board of Trustees.
Enabled exemptions to withholding tax for paid-out vacation carryover.
Mitigated the impact of Bill 66 through improved accumulation and rollover of unused vacation days
Doubled the number of opportunities for excluded employees to present issues to government.
Identified opportunities for improving the “Time on Line” time keeping system.
Provided information and advice in the past 13 years to over 1600 excluded employees re work related and retirement issues.
